A method for generating giant electrorheological (ER) effect device comprising an upper part of the high voltage electrode and the lower part of the high voltage electrode the upper voltage electrode and the lower voltage electrode covered by the absorbent material and the upper voltage electrode and the lower voltage electrode is absorbed with water. the device further comprises a layer and a fluid passage gap between the upper voltage electrode and the lower voltage electrode; a pressure sensor in one high voltage electrode in the high voltage electrode; the silicone oil flowing through the pump of the fluid channel and configured to transmit to the upper high voltage electrode applied with high voltage source. The invention further claims a method using the device for generating ER effect.
